一个是能不能的问题
看起来要不要在前，实际能不能是基础
如果人的能力已经无法理解，分辨AI的行为是否符合我们的价值观和伦理尤其是我们自身的价值观因为各种原因或许很难统一的时候。讨论要不要监管的意义何在？
