美国司法部资料显示，两人与另一名合伙人在阿拉斯加州安克雷奇经营一家名叫“Arm Rippin Toys”的汽车修理厂，专门改装和维修柴油车。
2019年7月至2020年9月，他们为至少37辆柴油车拆除法定污染控制设备，并篡改车载排放监测系统，从中获得约10万美元收入。
两人2022年承认共谋违反清洁空气法。丘巴克被判5年缓刑、罚款6.6万美元及180小时社区服务；弗莱明则被罚款6.6万美元。
特朗普认为，两人只是帮助卡车在阿拉斯加严寒中正常运行，遭到不公平起诉。他还说，这两份赦免令值得自己乘坐8小时飞机来到阿拉斯加。
不过，同案认罪的第三名修理厂合伙人，并未在这场集会上获得赦免。
